would the moon touched be able to communicate with wolves/dogs?

i assume the native wolfs are still beyond hostile, but would they understand the woofs the interlopers brought in or bill's dog/the puppies?
not conversations, but maybe understanding whatever they want or are worried about. or able to better communicate 'i want you to do/not do this' (when in wolf form)?
