The only way to get to the other side would be through the dam itself via the lower dam. However, the lower dam is currently inaccessible. The door that leads there is jammed shut. Characters will notice half-frozen water leaking on the floor around the door, suggesting flooding of some sort.

This will change in the future when the next part of the world is opened up to Interlopers, it's kind of a 'hold tight and wait' situation OOCly.
