As we've had the Lone Wanderer in game, I'll give you the same information for how their Pipboy worked in game — which would be the same deal for Lucy's Pipboy:
For Tobi's Pip-Boy, yes this will still function albeit in a low capacity. VATS and Maps are off the table, as you suggested.
We would be happy for him to have status-tracking if you would like, only in a limited/changed form: he may keep track of hydration, hunger, fatigue and body temperature levels — similar to that in The Long Dark game.
Data storage working at a limited capacity is fine. His radio can work but won't pick up anything (at this time) other than automated emergency broadcasts during Auroras and will otherwise be static, due to everything else in the world being down. Geiger counter will be functional (where appropriate) and the flashlight will also work!
